PROBLEM TO BE SOLVED: To provide a sheet loading device having a pinion and a rack, and an image forming apparatus including the device, preventing the occurrence of wrong set. SOLUTION: A sheet width regulating device includes: a loading means 8 loaded with sheets; a pair of sheet width regulating guides 5L, 5R regulating the loading position of the sheets; a pinion 7 rotatably supported on the loading means; and racks 6L, 6R meshing with the rack 7 interposed between them to slide the sheet width regulating guides 5L, 5R to interlock with each other. The pinion 7 has projections 7a, 7b opposite to each other, and the racks 6L, 6R have guide parts 6Ra, 6La formed by a recessed wall for inserting the projections 7a, 7b. The recessed walls of the guide parts 6Ra, 6La are formed so that when the projections 7a, 7b are inserted in the recessed walls of the guide parts 6Ra, 5La with the teeth of the rack shifted from a predetermined assembling position by at least one tooth, one ends of the recessed walls interfere with the projections 7a, 7b.
