PROBLEM TO BE SOLVED: To obtain high-quality regenerated aggregate which is less stuck with mortar, and has a smooth surface and uniform grain size from concrete blocks. SOLUTION: Waste concrete is crushed to the concrete blocks B of an approximately the same dimensional size as the maximum external diameter size of the aggregate included therein. A rotating body 12 of a cylindrical shape having a plurality of protrusions 16 are previously freely rotatably disposed in the same concentric position as a bottomed cylindrical vessel body 11 into the vessel body 11 and a prescribed amount of the concrete blocks B are charged into the clearance between the rotating body 12 and the vessel body 11 and thereafter, a rubbing and kneading process (S4) of a batch system of producing the regenerated aggregate C is performed by rotating the rotating body 11 for the prescribed time, thereby subjecting the concrete blocks B to a rubbing and kneading treatment and chipping off the mortar component 2 sticking to the surface of the aggregate 1.
