PROBLEM TO BE SOLVED: To provide a composition for flameproofing, enabling an active ingredient to be present sufficiently at the vicinity of the surface even if the composition for the flameproofing is applied on the surface of a base material into the inside of which the composition for the flameproofing easily infiltrates, hardly migrating to a neighboring layer even if the composition is laminated, heated and pressurized, and capable of forming a sufficient carbonized layer; to provide a sheet for the flameproofing by utilizing the composition for the flameproofing; and to provide a flame-retardant decorative sheet. SOLUTION: The composition for the flameproofing is obtained by compounding a foamable and carbonizable component (e.g. a carboxymethylcellulose and a saccharified product of a reduced starch as an organic material to be a carbonized product, ammonium polyphosphate covered with a melamine resin for carrying out the dehydration thereof, and a dicyandiamide as a foaming agent) forming the foamed and carbonized layer when receiving heat accompanied by combustion, and a scaly inorganic material (e.g. a mica). The scaly inorganic material functions as an obstacle for blocking the infiltration into the inside of the base material or the migration to the neighboring layer of a flowable component in the composition for the flameproofing to enable a region having an extremely high abundance ratio of the composition for the flameproofing to be formed and the sufficient foamed and carbonized layer to be formed.
