PROBLEM TO BE SOLVED: To provide an organic EL element, in which external extraction efficiency of light is improved in the entire surface of a pixel region and current luminance efficiency is improved, without depending on the size of the pixels, the shape of the pixels, or the shape of an optical element for changing the emitting direction of light, and an organic EL display device. SOLUTION: In an organic layer 16, even the light emitted from the peripheral region of the pixel is reflected by a light reflecting part 14 and can receive interference effect of a diffraction grating, thereby, the light emitted from the peripheral region can receive interference effect by the diffraction grating 13a similar to that of the light emitted from the central region of the pixel. Thereby, even for the light emitted from the peripheral region of the picture element and the light with a large outgoing angle with respect to the substrate surface, its incidence angle with respect to the substrate surface can be efficiently made small.
