PROBLEM TO BE SOLVED: To provide a device and a method for discrimination-determining materials of sheet-like measuring objects. SOLUTION: In this material discrimination-determination device for discrimination-determining the sheet-like measuring objects provided with a conveying part, a measuring part and a collation/discrimination part, the conveying part moves the sheet-like measured objects relatively to a waveguide to be conveyed, the measuring part emits an electromagnetic wave toward the waveguide having at least one leakage hole, and into the waveguide, and receives a change as information of electromagnetic wave changes intrinsic to the materials of the sheet-like measured objects, since the emitted electromagnetic wave is propagated through an inside of the wave guide to be emitted from the leakage hole to an outside, and since it is transmitted through the sheet-like measured objects conveyed by the conveying part to change the electromagnetic wave in the waveguide, and the collation/discrimination part records a data for collation indicating the electromagnetic wave change in every of the materials of the sheet-like measured objects, and compares/collates information of the electromagnetic wave change obtained when measuring the sheet-like measured object by the measuring part with the recorded data for the collation to discrimination-determine the materials of the sheet-like measured objects.
