PROBLEM TO BE SOLVED: To perform minute control of a choke valve suitable for the operating state of an engine. SOLUTION: The choke valve 9 is provided in series with a throttle valve 8 on an intake pipe 6. The opening of the choke valve 9 is controlled by a stepping motor 11. The choke valve opening (starting opening) at the start of the engine is determined according to the temperature of the engine. A starting opening discriminating section 27 determines whether the starting opening is on the totally closed side or fully open side. A motor initialization section 28 initializes the stepping motor 11 on the totally closed side if the starting opening is on the totally closed side, and initializes the stepping motor 11 on the fully open side if the starting opening is on the fully open side.
