PROBLEM TO BE SOLVED: To provide a means which adds an antibacterial function to the surface of a substrate and maintains a high hydrophilicity over a long period regardless of photoexcitation or temperature. SOLUTION: An antibacterial agent is provided which is composed of a composite aqueous solution comprising an aqueous alkali silicate solution and an aqueous silicate solution containing crystalline silicon dioxide particles and copper. By applying the antibacterial agent to the surface of a substrate and solidifying the agent, the crystalline silicon dioxide particle precipitates silica on the surface to make the surface hydrophilic, and the efficacy of silver suppresses the propagation of bacteria.
