Bismuth salt and metal alkoxide are reacted with each other under an acidic condition, and a Bi<SUB>12</SUB>MO<SUB>20 </SUB>precursor solution (where M is at least one of Ge, Si and Ti) is obtained. The obtained Bi<SUB>12</SUB>MO<SUB>20 </SUB>precursor solution is concentrated to be formed into gel, and the gel Bi<SUB>12</SUB>MO<SUB>20 </SUB>precursor is fired to be formed into powder. The powder is mixed with a binder and coated on a support, and so on. In such a way, a photoconductive layer, which is formed of a bismuth oxide-series complex oxide with a high collection effect of charges generated and small electric noise, is manufactured.
