A mobile ticket dispenser (10) comprises a ticket issuer (66) configured to electronically dispense a ticket, a mobile telephone network interface (58) and a ticket inventory controller (50) configured to maintain an inventory of tickets available to be dispensed. The ticket inventory controller is also configured to receive tickets from a repository of tickets (24) by contacting the repository, requesting tickets according to inventory levels and electronically receiving tickets via the interface.
