<P>PROBLEM TO BE SOLVED: To provide an image forming device and an image forming method, by which images of high image quality can always be formed by accurately detecting the concentration of toner in developer when the apparatus is restarted. <P>SOLUTION: The image forming apparatus includes: a stir conveyance screw 411b which has the ability to move, as a stir conveyance member 411 rotates, developer present in an area T3 extending in the direction of the passage of the stir conveyance screw 411b; and a developer stir conveyance member 411c which has the ability to move, as the stir conveyance member 411 rotates, developer present in an area T2 extending in the direction of the passage of a developer stir conveyance member 411c.
