<P>PROBLEM TO BE SOLVED: To prevent a charging means from getting dirty with remaining toner in the case of emergency stop, and to prevent a carrier of developer from being stuck on an image carrier. <P>SOLUTION: In emergency stop processing, a driving force for rotationally driving a photosensitive drum 16 and a developing roller 38 is stopped. Furthermore, a timer start signal instructing the start of a timer is output to an inertia rotation term timer 56. Voltage application to the developing roller 38 is stopped by the inertia rotation term timer 56 after the term that the rotation by the inertia of the phtosensitive drum 16 stops elapses and voltage application and rotational driving to a cleaning roll 24 are also stopped. Namely, since the developing roller 38 stops its voltage application after the rotation of the photosensitive drum 16 is stopped, a carrier of developer can be prevented from being rotated while being stuck on the photosensitive drum 16.
