<P>PROBLEM TO BE SOLVED: To provide a personal information utilization system with high hit ratio by enabling an information provider to understand that his/her personal information is utilized in a right method at a proper price, and an information user side to selectively transmit DM to individuals matched to an attribute of an object. <P>SOLUTION: A provider mutual association head office is constructed between personal information providers and personal information users to enable collection and disclosure of personal information by individual free wills. An information provider who desires to receive information is drawn and reported to a personal information user, whereby realization of an invitation/transaction satisfactory for the both is mediated. According to this, the information provider can significantly reduce the receipt of unnecessary/uncomfortable DM, and obtain an incentive of obtaining a dividend according to the disclosure and use of the personal information.
