PROBLEM TO BE SOLVED: To further improve transmission efficiency when error correction coding which applies an outer code and an inner code is performed in a radio communication system. SOLUTION: Frame data of a transmission object is divided into a predetermined number of blocks after the data are coded by the outer code, further coding is performed by the inner code. In a receiver 200 which receives the transmitted data by the radio transmission, received transmission data are decoded by a decoding part 203 corresponding to the inner code, a retransmission request determination part 211 determines whether retransmission request of a block unit is performed or not based on likelihood information (decoding soft decision value). In that case, if a number of errors in the frame composing the predetermined blocks is in a range which can be corrected by the outer code in decoding in the decoding part 205, retransmission request of the block is inhibited, if it exceeds the range, it is discriminated that retransmission is necessary.
