PROBLEM TO BE SOLVED: To continue appropriate machining by performing blank layout again without interrupting an NC machine when a request for an another interrupt component is made while a plate material is worked by cutting for manufacturing a component. SOLUTION: An NC machining controller 1 controls for performing blank layout again when a request for interrupt machining is made for a machining schedule of plate material machining by the NC machine. The NC machining controller 1 is provided with a means 5 which accepts interrupt information related to interrupt machining of a component concerning the machining schedule of the plate material based on blank layout information defined so as to perform blank layout of the component on a plate material, and a means 3 which acquires a machining state of the plate material without interrupting the machining schedule of plate material machining by the NC machine after accepting the interrupt information, performs again blank layout for a remaining material shape of the plate material based on unfinished machining information and the interrupt information, and proceeds with the machining schedule.
