PROBLEM TO BE SOLVED: To efficiently form an image without generating deterioration of finished product quality such as image quality. SOLUTION: When recording paper 18 is continuously processed, reference pitch X<SB>1</SB>of the first recording paper 18A is set, required intervals for each device are set based on attributes of a printing instruction to the recording paper 18A and the maximum required interval is set as conveyance interval Y<SB>1</SB>. In this case, attributes of a printing instruction of recording paper 18B are also considered. After that, reference pitch X<SB>2</SB>is set based on the already set reference pitch X1, the conveyance interval Y<SB>1</SB>and delivery length W<SB>1</SB>of the recording paper 18A and conveyance and image formation of the recording paper 18B are controlled based on the reference pitch X<SB>2</SB>. In addition, reference pitch X<SB>3</SB>of recording paper 18C is determined based on attributes of a printing instruction, the reference pitch X<SB>2</SB>and the delivery length W<SB>2</SB>to the recording paper 18B.
