PROBLEM TO BE SOLVED: To provide steel for building civil engineering structure in which the generation of local corrosion is effectively prevented even if the content of Cr is lower than that in the conventional stainless steel, and also, hot rolled sheet annealing is obviated, thus the service life of≥5 times as a structural material can be obtained compared with the conventional steel, and to provide its inexpensive production method. SOLUTION: A hot rolled steel sheet comprising, by mass, 0.002 to 0.03% C, 0.002 to 0.03% N, 0.05 to 2.0% Si, 0.05 to 2.0% Mn,≤0.04% P,≤0.03% S,≤0.3% Al and >5.0 to <10.0% Cr is subjected to temper rolling at a draft of 0.5 to 3% without performing annealing.
