<p><P>PROBLEM TO BE SOLVED: To provide a flapping floating moving system and a floating moving device suitable for work in a narrow site capable of controlling in consideration of complicated deformation of wings due to interaction with fluid and influence of a neighboring obstruction such as a ground surface, etc. and circumferential flow velocity. <P>SOLUTION: A control device estimates a route by using free-flight simulation using fluid/structure compound analysis. A flapping driving method of wing parts of the floating moving device is decided by precisely considering of a grounding effect from the circumferential obstruction and its own acceleration and the influence of the other fluid.
