<p><P>PROBLEM TO BE SOLVED: To provide pulp mold buffer materials of which a combination can be changed in response to a condition, such as the strength of a packaged product or the like, and which are arranged easily for use in packaging a product and are recycled easily, and to provide a packaging apparatus and a manufacturing method for the same. <P>SOLUTION: The pulp mold buffer material 10 has versatility, and consists of a convex pulp mold buffer 11 of a cap shape with a round top, and a pulp mold support 12 supporting the pulp mold buffer 11.
