PROBLEM TO BE SOLVED: To provide a developer which responds to a low temperature fixing system, has an excellent offset resistance and permits the formation of such a stable image as not to contaminate a fixing device and the image, and to provide an electrophotographic image forming apparatus using the developer. SOLUTION: An organic solvent phase in which at least functional group-containing polyester resin is dissolved, an active hydrogen-containing compound and a colorant are dispersed into an aqueous medium phase in which resin fine particles are dispersed, thereby, extension reaction and/or crosslinking reaction between the functional group-containing polyester resin and the active hydrogen-containing compound is allowed to occur and, from dispersion liquid obtained through the reaction, particles are formed.
