PROBLEM TO BE SOLVED: To reduce the scale of a decoding circuit of low-density parity check codes. SOLUTION: The minimum absolute value and the second minimum absolute value are stored among data, used in row processing at the time of calculating an external value logarithmic ratioαmn in a row processing part of a parity check matrix. When processing data agree with the minimum value, the second minimum value is outputted; and when the processing data do not agree with the minimum value, the minimum value is outputted. Consequently, the configuration of a part for performing Min operation, for calculating the minimum value in processing where a decoding operation is performed in accordance with a min-sum decoding method at the decoding processing, can be simplified.
