PROBLEM TO BE SOLVED: To enhance the efficiency and quality of classification in a phrase classification system, a phrase classification method, and a phrase classification program. SOLUTION: This phrase classification system for setting a parent-child relation according to a tree structure among predetermined categories from the inclusion and included relations among the categories, and then supporting at least to classify a given phrase of classification object to any one category comprises a characteristic information calculation part; a bottom category characteristic phrase determination part; a host category characteristic phrase determination part sequentially repeating the operation of determining, by use of a category characteristic phrase for a category that corresponds to a child, a category characteristic phrase of a category that corresponds the parent thereof, including the bottom category, and determining one or more category characteristic phrases for the category corresponding to each joint of an upper order of the tree structure; and an output processing part.
