<P>PROBLEM TO BE SOLVED: To precisely carry out a surface treatment to make fullerene exist on the surface of a base material such as graphite. <P>SOLUTION: In the method of manufacturing the fullerene surface modifying base material having the surface on which fullerene exists, the base material and the fullerene are incorporated in a solvent A and are further brought into contact with a solvent B having low solubility to the fullerene. The fullerene is deposited to exist on the surface of the base material by incorporating the solvent B having low solubility to the fullerene.
