<P>PROBLEM TO BE SOLVED: To improve the response while reducing a network load in a vending machine having purchase propriety determination function. <P>SOLUTION: A purchase propriety determination part 134 performs purchase propriety determination in reference to a white list storage part 154. The white list storage part 154 stores a list (white list) of users to which commodities may be sold by the vending machine 100. For example, those proven that commodities were sold by the vending machine 100 are listed. The purchase propriety determination part 134 makes an inquiry to a server 200 when a user 102 a commodity purchase request of which is accepted is not included in the white list, and acquires information for whether selling is permitted or not.
