PROBLEM TO BE SOLVED: To provide a W/O emulsion type flame-retardant hydraulic fluid which can retain an efficacy of an antibacterial agent over a long period of time. SOLUTION: The W/O emulsion type flame-retardant hydraulic fluid is prepared by dispersing water in a base oil using a surfactant, compounding the nitrogen-containing antibacterial agent and adding 0.2-7 mass% triethanolamine to the water to be dispersed.
