PROBLEM TO BE SOLVED: To provide a heat exchanger having pressure resistance to high pressure refrigerant such as CO<SB>2</SB>refrigerant and provided with a header tank capable of machining a tube insertion hole easily and inexpensively. SOLUTION: After forming the header tank 6 integrally by pushing-out or pulling-out machining, press machining is performed so as to pass through fringe parts on both sides of the header tank 6. The tube insertion hole 30 is formed in the fringe part on one side of the header tank, and an opening 31 formed in the fringe part on the other side of the header tank is covered with a cover plate 51.
