PROBLEM TO BE SOLVED: To improve the recycling property of a counterweight while suppressing the movement of a filler even under the long-term use of a hydraulic shovel. SOLUTION: A counterweight body 42 composed of a container body is filled with an iron filler 52. The filler 52 is formed of a granular material composed of an iron-based material. A cover body 44 is put on the filler 52, and the filler 52 is pressed and compressed by the cover body 44. In this state, the cover body 44 is welded to a side part 48 of the counterweight body 42.
