PROBLEM TO BE SOLVED: To provide an apparatus and a method for producing a solid fuel using low-quality coal as a raw material, with which when stirring and circulation of a slurry are stopped by power failure, etc., coal is piled and made in a closed state, the part of piled coal is cleaned and the closed state is solved without disassembling the apparatus and requiring cooling of the slurry. SOLUTION: (1) The apparatus for producing a solid fuel has a flow channel for introducing a supernatant liquid in a mixing tank through a third pump a<SP>1</SP>to a space between the first slurry pump (a) of a first slurry circulation flow channel and the lower part of the mixing tank and a flow channel for introducing a supernatant liquid in an evaporator through a fourth pump b<SP>1</SP>to a space between the second slurry pump b of a second slurry circulation flow channel and the lower part of the evaporator. (2) The method comprises introducing the supernatant liquid in the blender to the first slurry circulation flow channel, cleaning the part of piled coal, introducing the supernatant liquid in the evaporator to the second slurry circulation flow channel and cleaning the part of piled coal.
