PROBLEM TO BE SOLVED: To provide an accurate and highly instantaneous method for detecting an inclusion-caused defect on the surface of a cast billet, and also to provide a method for removing the defect. SOLUTION: In the continuous casting in which molten metal is poured from the upper part of a casting mold to continuously withdraw a cast billet from the lower part of the mold, a flow rate of the molten metal is measured in the solidification boundary immediately below the molten metal surface inside the mold and then, at the point of time when the measurement is less than 0.13 m/s, it is judged that there is the surface defect caused by inclusions.
