<P>PROBLEM TO BE SOLVED: To provide a method for manufacturing a wave absorber that suppresses reflection even if relative permeability in a use frequency band is high. <P>SOLUTION: A compact containing magnetic material powder is molded. The compact contains a burning material that is baked in a first baking step. Next, the compact is baked to form a sintered body (first baking step). A hole is made in a part wherein the burning material exists. Then, the sintered body is impregnated with a ceramics slurry containing dielectric material powder. The ceramics slurry contains a glass. Furthermore, the sintered body is baked (second baking step).
