<p><P>PROBLEM TO BE SOLVED: To provide a data generating device capable of ensuring a data transmission rate scheduled for a long time in a smaller-scale device configuration without depending on buffer capacity, and to provide a data transmission method. <P>SOLUTION: When the data transmission is delayed by flow control from an upstream side, a transmission request is stopped while the flow control is effective, the waited transmission request is executed after the flow control disappears, and data are transmitted.
