PROBLEM TO BE SOLVED: To provide a form reader processing a form on which a large number of persons perform handwriting, with a high recognition rate and in a short time. SOLUTION: A computer 10 of an OCR system has: a standard character pattern dictionary file 36 storing a standard character pattern correspondingly to a character code; a revision data history storage file 37 storing a character image decided that it is unreadable in time of character recognition and the character code when performing revision as key information specifying an entering person to the form 1; a correction data history storage file 38 storing the character image decided that it is erroneously read in time of the character recognition and the character code when performing correction, associatively to the key information; and an image data character recognition part 30 referring to the standard character pattern dictionary file 36 to character-recognize a handwritten character from image data, and referring to, and revising or correcting the correction data history storage file 38 or the revision data history storage file 37 on the basis of the key information with respect to the unreadability or the erroneous reading as a recognition result.
