PROBLEM TO BE SOLVED: To transmit maintenance data without affecting sound data and image data and without using an exclusive line for the maintenance data. SOLUTION: A communication controller comprises: a transmission waiting queue 29 for temporarily storing the maintenance data; a waiting time arithmetic part 21 for obtaining the output interval of the maintenance data for guaranteeing a communication band with the use of the data length of the maintenance data which is outputted to a communication opposite part and the communication band and defining the output interval as the waiting time of the succeeding maintenance data; a counter 23 for measuring the passage of the waiting time; and a determining part 24 for outputting the succeeding maintenance data stored in the transmission waiting queue 29 to an IP network side when the waiting time elapses.
