PROBLEM TO BE SOLVED: To reduce crimes and to restore reason of a perpetrator in view of the fact that accidents are not generally solved in the present motorized society, and that the development of a vehicle placing emphasis on lack of proper care of a driver is desired since the detection of the vehicle of a perpetrator in an traffic accident or an early solution for a victim tends to depend on weather or conditions largely in Japan making heavy use of automobiles although the vehicle is equipped with an air bag, and the safety of a driver or an occupant is secured at the time of a collision. SOLUTION: The capsule is dropped from the vehicle concurrently with a collision of an accident. An information plate recording information is put in the capsule. Owing to a light-emitting agent, the capsule is detected early even at night, and the information is left in the scene regardless of a time period without a witness. If this capsule is detected by an investigation, an event is elucidated speedily. Furthermore, a crime can be prevented if it is placed in the vehicle. COPYRIGHT: (C)2005,JPO&NCIPI
