PROBLEM TO BE SOLVED: To improve washing/rinsing performance and drying performance at a low running cost. SOLUTION: The water is supplied from a water tap H to a washing and drying machine. A passage is provided for guiding the water to a water supplying valve 12 through a heat exchanger 11. Another passage is provided for guiding the water to the water supplying valve 12 without passing through the heat exchanger 11. A valve 10 is provided for switching the two passages. The heat exchanger 11 heats or cools water flowing in a water pipe by heat exchanging with ambient air without using electric power. At the time of supplying of washing water, when room temperature is higher than water temperature, the passage is so switched that the water passes through the heat exchanger 11 and that the heated water is supplied to the outer tub 7. At the time of drying operation, when the room temperature is higher than the water temperature, the passage is so switched that the water passes through the heat exchanger 11 and that the cooled water is guided to the exhaust airflow passage 13 as dehumidifying and cooling water.
