<P>PROBLEM TO BE SOLVED: To automatically certify a representative according to certification information filed. <P>SOLUTION: Certification information (electronic information) about a field representative is acquired and saved in a database according to an application form from the field representative. In a representative managing database, there are accumulated in advance construction category information and qualification information specifying qualifications required for each construction category divided in advance. A representative certification processing program, when started, matches the filed certification information (application information) about the field representative against the construction category information and qualification information to determine whether the field representative is qualified to engage in the filed construction category or not. The qualification result is registered in the applicant database. If certified by the qualification result as a field representative in the filed construction category, the applicant has a certificate issued.
