<P>PROBLEM TO BE SOLVED: To provide an image exposure apparatus capable of efficiently recording a predetermined image by exposure even in a printing original plate having no overcoat layer applied, and to provide an image exposure method. <P>SOLUTION: The image exposure apparatus is equipped with an exposure means to irradiate a printing original plate with a light beam modulated based on image signals and with a moving means to relatively move the printing original plate to the exposure means so as to two-dimensionally scan the printing original plate with the light beam, and the apparatus carries out image exposure on the printing original plate by using a light beam. The apparatus has a gas supply means to supply gas containing substantially no oxygen to the region of the printing original plate to be irradiated with the beam so as to keep the region in an atmosphere of the gas containing substantially no oxygen.
