The generated methanol solution is sent to a fuel cell 80 by a fuel feed pump PU 1 via a fuel supply tube 81. Waste fuel after chemical reaction at a fuel electrode (anode 8A) after being fed to the fuel cell 80 is recovered by the dilution water accommodation section 73 via a fuel recovery tube 82, and is mixed to the dilution water for reutilization.
