<P>PROBLEM TO BE SOLVED: To provide a fuel cell system, having a simple structure and preventing freezing of water generated, when start-up is operated below the freezing point. <P>SOLUTION: A minimum required current determining means is such that, when cooling medium temperature Twin at the entrance side of a fuel cell stack is 0°C or lower in STEP2; the cooling medium temperature Twout of an exit side of the fuel cell stack and the surrounding temperature Ts of the fuel cell stack are measured in STEP3; heat release amount Qs from an outer periphery of the fuel cell stack, based on the Twin or Twout and Ts is calculated in STEP4; the endothermic amount Qc from the fuel cell by the cooling medium, based on the Twin and Twout, is calculated in STEP5; a current correction value α is calculated in STEP6; and then, the minimum required current value Ifcn is determined in STEP7.
