PROBLEM TO BE SOLVED: To solve the problem that the designation of a driver's skill or the appointment of an excellent driver by a customer can be hardly performed on a vehicle allocation system of an AVM system for taxi allocation, while an opportunity in which a customer selects the capability or the character of a driver to request taxi allocation is increased accompanied by the diversification and the advancement of customer needs and a taxi company is urged to conform to the needs as a viewpoint of a customer service improvement. SOLUTION: The AVM system has a base station and a plurality of mobile stations, and employs a system of collecting the information of the mobile stations to the base station by polling. The base station has a central processing unit and a driver information database coupled to the central processing unit, the driver information database stores at least the information about the capability of the driver, the central processing unit has a function of retrieving the driver information database on the basis of a request of taxi allocation from a customer and a function of selecting a driver conforming to the customer's request, and the base station instructs vehicle allocation to the mobile station on the basis of the result of selection.
