PROBLEM TO BE SOLVED: To discriminate a printed matter even when its contents are partly falsified and collate the printed matter whose contents are partly falsified with a copied original printed matter by detecting the falsification. SOLUTION: An electronic watermark embedding setting adjustment section 34 sets text data into data with a font size, whereby partly falsified data can be discriminated, and an electronic watermark embedding section 35 embeds electronic watermark information to printed text data on the basis of the setting contents as above. In this case, an electronic watermark information generating section 32 registers the electronic watermark information used for embedding the electronic watermark and its attribute information to an electronic watermark embedded information DB 33 for the purpose of later detection of the electronic watermark information.
