PROBLEM TO BE SOLVED: To prevent the occurrence of an event wherein the difference of a price discounted from a terminal purchasing price from a terminal manufacturing company cannot be recovered, by suppressing the increase in users, purchasing mobile phone terminals and then immediately canceling the purchase. SOLUTION: A storage section stores ID information containing information for connecting own mobile unit to a network 9. A control section 2 reads the ID information from the storage section; and when the ID information includes no information for connecting the mobile unit to the network 9, the control section 2 decides that own mobile unit is being canceled of contract, makes the communication function disabled and places restrictions on the use of the functions other than the communication functions.
