PROBLEM TO BE SOLVED: To provide a flexible printed wiring board that can surely block the interference of an electromagnetic wave generating in adjacent conductors and can demonstrate excellent electromagnetic wave shielding performance even in a high-frequency area, and to provide its manufacturing method. SOLUTION: The printed wiring board 10 is provided with an insulating substrate 20, an insulator layer 40 formed on one surface of the insulating substrate 20, and a conductor 30 that is embedded in the insulator layer 40 and is covered therewith; and is plurally provided side by side at a prescribed pitch. Furthermore, it is also provided with a first shield layer 51 formed between one surface of the insulating substrate 20 and the insulator layer 40, a plurality of slits 70 by which the insulator layer 40 is divided for each of the conductors 30, a second shield layer 52 that is provided inside the slit 70 and is arranged on both sides of the conductor 30 in succession with the first shield layer 51, and a third shield layer 53 that is provided on the insulator layer 40 in succession with the second shield layer 52.
