PROBLEM TO BE SOLVED: To provide a charger capable of eliminating passivation state of a secondary battery efficiently. SOLUTION: The charger 10 for charging a secondary battery 21 being mounted on an electronic apparatus 20 comprises a wireless tag reader/writer 17 for reading out information indicative of charging record of the secondary battery 21 from a wireless tag 22 attached thereto, a circuit 15 for discharging the secondary battery 21, and a control section 18 performing charge control or repetitive charge/discharge control of the secondary battery 21 based on the charging record information upon elapsing a predetermined time after last charging of the secondary battery 21.
