PROBLEM TO BE SOLVED: To provide a laser measuring method with enhanced quickness of reaction. SOLUTION: This laser measuring method includes: a process for scanning the ground surface from a laser scanner 2 mounted on a flying body 1 to acquire, on the flying body 1, emission time data Tn on emitting laser pulses, mirror turning angle dataθn, return pulse data Pkn with respect to the laser pulses, and observation data including the position and attitude information of the flying body 1; and a process for analyzing the observation data to calculate the uneven state of the ground at a ground base station. The observation data are partly or wholly data-compressed on the flying body 1 and transmitted to the base station, and then restored at the base station.
