PROBLEM TO BE SOLVED: To provide a snow melting panel of which manual assembling execution at construction site is simplified and securely executed by preliminarily forming a panel to coincide with the dimensions and shape of a installation site while measuring at every time in accordance with the installation site. SOLUTION: An installation site is divided into planes adaptable for installation positions. Radiation pipes 24 are embedded respectively in the top faces 22 forming a set of combined heat insulation baseboard 2. The site is covered with radiation plates 3 cut in shapes coping with respective planes and unified.
