PROBLEM TO BE SOLVED: To provide a pulverent-filled heat-insulating sheet solving the problem with a conventional technique and a manufacturing method for the heat-insulating sheet. SOLUTION: The pulverent-filled heat-insulating sheet (10) has a bag (12) and pulverent (14) housed in the bag. A blow-in port (12a) for blowing in the pulverent and air, an exhaust port (12b), on which a filter is mounted for substantially discharging only air without discharging the pulverent from the inside of the bag and a large number of partitions (12d) for forming a large number of slender chambers (12c) in the bag are formed to the bag.
