PROBLEM TO BE SOLVED: To provide a polymer actuator for expanding/contracting in a linear direction, measurable, and operated by a low voltage. SOLUTION: A plurality of gel/electrode complexes 4a, 4b comprise polymer gels 2a, 2b containing a polymer having at least one of acidic and basic functional groups and electrodes 3a, 3b provided within the polymer gels and containing a material for electrochemically occluding or emitting hydrogen, and are disposed within an electrolyte aqueous solution 6. The polymer actuator 1 is provided and constituted so as to change pH within the polymer gels 2a, 2b as a voltage is applied between the electrodes 3a, 3b of the gel/electrode complexes 4a, 4b and also change volumes of the gel/electrode complexes 4a, 4b in response to a pH change.
