PROBLEM TO BE SOLVED: To solve the problem that the used band of a common communication line increases because communication signals received by all radio base stations in a soft hand-off state among sequentially connected radio base stations reach a base station controller when a mobile station is in a soft hand-off state in the conventional manner. SOLUTION: Radio base stations 11, 21 and 31 have a function for comparing the quality of received communication signals and a function for determining the mobile station 71 and the radio base stations 11, 21 and 31 in a soft hand-off state. Communication signals 116, 226 and 336 transmitted from the mobile station 71 to the base station controller 81 at the same time are received by the base stations 11, 21 and 31, time information and quality information are attached to the communication signals, and the communication signals are compared in quality with the communication signals received by other radio base stations. The radio base stations 21 and 31 perform selection and composition to transmit only communication signals with excellent quality to the base station controller 81 to thereby prevent an increase in used bands of the common communication line in an incoming direction.
