PROBLEM TO BE SOLVED: To provide a wet developing electrophotographic photoreceptor having prescribed sensitivity over a long period of time and superior in durability and solvent resistance, and also to provide a wet developing image forming apparatus. SOLUTION: The wet developing electrophotographic photoreceptor is provided with a photoreceptor layer on a conductive base substance, and the wet developing image forming apparatus is provided with the wet developing electrophotographic photoreceptor.
