PROBLEM TO BE SOLVED: To provide a method for manufacturing a zinc-based plated steel sheet whose variance in the color tone of appearance is reduced, and which has excellent color tone stability and has excellent surface appearance. SOLUTION: In the method for manufacturing the zinc-based plated steel sheet including a rolling process of temper rolling a plated steel sheet having a zinc-based plating layer on the surface and a film forming process of forming an oxide-based film on the surface of the plated steel sheet formed by rolling, the color tone of the zinc-based plated steel sheet is regulated by regulating mill rolling force of the rolling process. Also, the relation between the mill rolling force of the rolling process and the zinc-based plated steel sheet with the oxide-based film formed is previously determined and the mill rolling force of the rolling process is regulated by using the relation so that the color tone attains the preset color tone.
